What is PLF2?

PLF2 (Public Language Training Framework Level 2) is the standard reference used by federal departments to develop bilingual capacity among employees.
At Verbal Link Institute, we align all training with the Canada School of Public Service (CSPS) framework, ensuring that our programs meet the linguistic, communicative, and cultural expectations of public service work.

Our Approach

Our PLF2 courses are based on:

  • Authentic workplace communication tasks used in federal contexts

  • Functional language skills rather than rote grammar drills

  • Progressive learning from beginner (A1) to advanced (C1)

  • Continuous evaluation and personalized feedback

Instructor Expertise

All our instructors are:

  • Certified in adult language education (FLE/ESL)

  • TCF/TEF accredited examiners

  • Experienced in public service training programs across Canada

Program Options

  • Intensive PLF2 French (Full-time): 20–25 hours per week

  • Part-time PLF2 French: 6–10 hours per week

  • Custom departmental sessions: tailored to ministry needs

  • English for Francophone Employees: PLF2 format equivalent

Outcomes

  • Attain Level B or C in SLE Reading, Writing, and Oral

  • Master the communication strategies for federal workplaces

  • Gain confidence interacting with Anglophone or Francophone colleagues
